Matthew Outten is regarded as one of the top athletes in the 2025 recruiting class, and now he has an offer from WVU. Outten publicized his offer on X (Twitter) Monday afternoon.

Listed at 6-foot-2 and 200 pounds, Outten, an I.C. Norcom High School product out of Portsmouth, Va., has already been awarded four stars from one national recruiting outlet. 247 Sports ranks Outten a four-star prospect and the No. 7 Virginia player while On3 Sports and Rivals have him as a three-star athlete.

Outten plays both wide receiver and defensive back in high school and is viewed as an athlete who can play either position in college. He also returns kickoffs and punts. Outten caught 22 passes for 480 yards during the 2023 season.

West Virginia often looks at Virginia recruits, making pursuing Outten a must. Prior to his offer from the Mountaineers, Outten received offers from schools like Charlotte, Duke, Georgia, Indiana, Penn State, Pitt, South Carolina, Syracuse, Temple, Tennessee, Virginia, which he posted right before WVU, Virginia Tech and Liberty among others. Outten also visited Maryland in late March.
